That URL is a launch BLOG POST announcing NIM is free to Developer Program members — an unlikely place to document a signup gate, and it documents none. Beware the naive check here: the page contains the string "phone" 54 times and every one is inside a bundled mobile-detect.js device-detection library (iPhone, WindowsPhoneOS, FALLBACK_PHONE); "verification" appears zero times. A grep count would have loudly confirmed a gate that is not there. build.nvidia.com was also checked: zero "phone", and all seven "verification" matches are model copy about video alert verification. The gate is recorded as unconfirmed rather than asserted; expect a Developer Program signup step of some kind.
